The Scientific Committee gives its opinion on requests for financing addressed to the DSF Secretariat. When necessary, examination of cases may be delegated to different representatives, in particular the International Agency for Digital Solidarity and the International Agency for Digital Training.

For the constitution of its Scientific Committee, the DSF consulted the regional economic commissions of the United Nations, which have the best regional expertise in the development domain.

The experts appointed by the Commissions are professionals acknowledged in their chosen field of activity. As well as being specialists in ICT they are thoroughly informed on the implementation of national and regional Plans of Action in their region of the world.
