States, public collectivities (cities or regions), international organizations, civil society organizations or private enterprises can become founding members of the DSF.

Each founding member makes a minimum contribution of 300,000 Euros. Founding members can participate in the deliberations of the Foundation Board. The quality of founding member does not ipso facto confer the right to vote at meetings of the Foundation Board.
