Submitting a project Print E-mail
The Global Digital Solidarity Fund (DSF) provides co-financing of community development projects involving information technologies with a view to bridging the digital divide and furthering the use of information and communication technologies as catalysts of development.

To benefit from financing, a project must above all correspond to the criteria defined in the DSF’s intervention policy.

The procedure to follow to obtain financing from the DSF comprises five basic stages:

1. Drafting and transmission of the project:
a) Download the DSF’s project proposal form .
This form is designed to help applicants:
  • construct a project that satisfies precise objectives with due regard to the possibility of untoward events,
  • provide all the elements necessary for examination of the project and evaluation of results.

b) Fill in the form and send it, accompanied by all the enclosures required, preferably by e-mail to the following address: This email address is being protected from spam bots, you need Javascript enabled to view it .
Where it is impossible or difficult to send a project by e-mail, the DSF will accept projects sent to its headquarters by postal mail.
A complete file comprises the project proposal form filled out in full and all the enclosures requested in it.


c) The DSF Secretariat will send an acknowledgement of receipt of all applications for financing within 10 days of their reception.
2. Summary examination of the project
a) The DSF Secretariat undertakes a summary examination of the project.
This examination relates to the criteria defined in the DSF’s  intervention policy .

b) On the basis of this summary examination, the Executive Secretary presents a draft decision to the Executive Committee, which decides without appeal:
  • to proceed, or
  • not to proceed.

c) The Executive Committee’s decision is communicated by the DSF Secretariat to the organization presenting the project within twenty days of its receipt.
3. Detailed examination of the project
a) All projects receiving the decision to proceed are transmitted to the Scientific Committee.

b) The Scientific Committee undertakes a detailed examination of the project.
The detailed examination carried out by the Scientific Committee covers, among other things, the following items:
  • its appropriateness,
  • its feasibility,
  • its usefulness,
  • its durability,
  • its reliability,
  • its repeatability,
  • the cost-efficacy report,
  • the result indicators,
  • the traceability of the financial contributions,
  • the implementation, follow-up and evaluation procedures,
  • the contribution of information technologies and verification of the technical aspects.

c) The Scientific Committee issues an evaluation report and a technical notification.
4. Decision to finance
a) On the basis of the evaluation report and the technical notification from the Scientific Committee, the Executive Committee decides without appeal:
  • to grant the financing; or
  • not to grant the financing.

b) In the case of an agreement to finance a project, the Executive Committee determines the sum financed and the payment plan.

c) The Executive Committee’s decision is transmitted to the organization presenting the project within 90 days following the decision to proceed.
5. Signature of the project document
a) The details of the collaboration between the DSF and the organization presenting the project are consigned to a project document.
In particular, the project document will contain the complete presentation file of the project, the sum to be financed by the DSF, the payment plan and details of the implementation, follow-up and evaluation of the project.

b) When the project document has been signed, the DSF makes the first payment.
