The DSF is not a new institution of the United Nations relying on intergovernmental mechanisms.  It is a Swiss law foundation, which statutes have been approved in August 2004 by the Swiss federal authorities.  Placed under the surveillance of the Swiss Confederation, the Fund has its Headquarters in Geneva.
