The DSF is sustained through a new financing mechanism for development, implemented by public authorities on a voluntary basis, and named the « Geneva Principle » by President Wade. The « Geneva Principle » involves a 1% contribution on public ICT procurement contracts, paid by the vendor on his margin.  Clearly stated in the public calls for bids, the obligation of the winning vendor to contribute 1% of the transaction to the Fund is not subject to interpretation or negotiation, and does not cause a distortion of market competition. The contribution awards private companies the «digital solidarity» label.
