The DSF is not in competition with the other existing financing institutions. On the contrary, it complements current funding sources:

• by implementing a new financial mechanism in order to put information technologies at the service of development ;
• by mobilising local authorities and by seeking the support of international networks of cities, regions and local entities ;
• by concluding cooperation agreements with existing institutions and programmes, in order to draw on collaborative networks and outside expertise.
