The 14th of September 2005 was a milestone in the politics of cooperation for development, this being the date on which the Declaration on innovative sources of financing development was signed in New York. By virtue of this text, the 79 signatories affirm the urgency of increasing the resources allotted to fighting poverty in the world.

In addition, they emphasize the importance of finding new solutions in respect of the collection of funds: «We are convinced that innovative sources of financing will be an indispensable tool in this fight. We earnestly hope that all countries and all institutions that share our ambition will join us in this effort» These resources must complement the more traditional resources of revenue and ensure a more stable flow of finances.

Such is the way chosen by the global Digital Solidarity Fund (DSF). The Fund aims to reduce the digital divide by mobilizing:

• public authorities, from State local governments,
• the private sector, from multinationals to SMEs,
• civil society, from the largest NGOs to the consumers themselves.

This radically new departure opens the way to a truly conscious society for the first time. It is the challenge and, indeed, the sole objective of a society desiring to be based on exchange and communication.
