Projects
The Global Digital Solidarity Fund (DSF) provides financing for equipment, training and services in the field of information and communication technologies (radio, telephone, television, ICTs, Internet, etc.).
The objective is to complement national development programmes by responding to local development needs pertaining to the ICT sector.
Therefore, the DSF supports community-based projects that are part of a national strategy. The DSF gives priority to South-South cooperation projects.
The DSF resources are disbursed according to the following distribution:
- 60 % in least developed countries
- 30% in other developing countries
- 10 % in countries in transition and industrialised countries
Based on clearly defined criteria, the DSF supports three main areas of activity:
- education, professional training and health
- ICT support services to local administrations
- the creation of new activities, new employment, new revenue and new markets
Requests assessment and accountability
Funding requests are assessed by the DSF Executive Committee, upon recommendation by the DSF Scientific Committee and by the International Agency for digital solidarity based in Lyon.
The Agency assists local authorities in designing and implementing their local ICT policies. It supports the creation of public-private partnerships, examines project proposals and counsels partners involved in digital solidarity.
Accountability and transparency of DSF contributions and disbursements is ensured by an external audit. |
