Degree in Economics from the University of the Basque Country. 1983 – 87: Mayor of Llodio. 1986 – 1991: President of the Alava Provincial Parliament. Member of the Basque Parliament. Chairman of the Economy and Budgetary Commission during the 1986-90 and 1991-94 legislatures. Former member of the University of the Basque Country’s Social Council.
4th January 1995: Appointed Vice-President of the Basque Government and Minister for Inland Revenue and Public Administration. 30th December 1998: Appointed President of the Basque Government. 14th July 2001: Reappointed President of the Basque Government.
